The noun phrase uses katakana, ケータイ払い, for the Japanese word for mobile phone (ケータイ), while the verbal phrase to pay by phone, makes use of the Kanji for ケータイ, 携帯. A more literal translation of the verbal phrase would be to pay at the phone.
